make sure you don't have a reader line in your CCcam.cfg that point to the same serial port.
this would conflict with oscam and prevent it to start.
could you also post some log for oscam so that we can help you ?
start oscam with -d 63 (/path/to/bin/oscam -d 63 -c /path/to/config)
