Why do people stat that there isp give them for example 16Mbps in C/S forums to look good?

I understand that the info going accross the network - ECM's are very small packets so do we benifit for a 16Mbps ISP?

Again for example my ISP says it will delviery me 7.5Mbps downstream and .5 Upstream (total 8Mbps), this must be the same ratio for all so if I stat my ISP at 8Mbps the client is only going to get a max bandwidth of .5Mbps (as they would be my upstream) So how do I benifit with a server that stats 16Mbps?

Saying all this my ISP (dsl) never delivers the max as all ISP stat UPTO xxx Mbps


I'm I right in saying an Server with 1Mbps with 50ms ping is better than a server with 16Mbps and a 200ms ping?
