ITU Radiocommunication Bureau addresses efforts to improve international satellite regulatory framework

The ITU Radiocommunication Workshop on the efficient use of spectrum and orbit resources was held in Geneva, focusing discussion on key satellite issues. Administrations, satellite operators and industry sought ways to improve the procedures governing access to orbits and frequencies in order to reflect the latest technologies and to meet the demands of current, emerging and future radio applications.

Options related to the efficient use of spectrum and orbit resources are among the most crucial challenges facing the international community in its efforts to promote worldwide telecommunication development and achieve the connectivity access targets set by the Word Summit on the Information Society.

The ITU Radiocommunication Workshop focused on adapting and improving the international satellite regulatory registration framework for possible consideration at the next World Radiocommunication Conference (WRC).

The use of space radiocommunication services has increased progressively over the years. As a consequence, obtaining suitable Geostationary Satellite Orbit (GSO) positions and frequencies have become difficult.

"There have been few forums in which all those with an interest in the efficient use of the spectrum/orbit resource can get together to discuss the issue," said Mr Valery Timofeev, Director of ITU's Radiocommunication Bureau. "I hope that the example set by the ITU Radiocommunication Workshop will be emulated in other countries around the world, at both national and regional levels. As a result, ITU and the satellite community will surely find it easier to tackle the challenges facing us."

The challenge for ITU, and for administrations and the satellite community, is to carry out the vital work of recording frequency assignments in the Master Register, thereby ensuring that frequencies and orbital positions associated with those assignments are compatible and do not cause interference.

ITU was encouraged to organize similar events to improve the international satellite regulatory framework in preparation for the next WRC.
