Strange problem

I am running a dreambox server with cccam with 45 peers connected maximum hop 2,

My friend told me that at intervals the server goes down to 0 cards or sometimes even off, I changed dreambox, then dyndns to no-ip, and now even location, format even the pc and changed router, any idea how this is happening.

Receiving card about 160 and sending to others about 110 cards.

something else on the router log there is something writen like xmax attacks.
does someone encountered this.
