my way is:
every provider i have 3 cards in hop1 i add this provider behind every C: line with :1.

for example:
if you have 3 Premiere full Cards in hop1, then ad 1702:0:1 in the {} behind the C: lines.
C: peer1.dyndns.com 12345 login pass no { 0:0:2 , 1702:0:1 }

now you ignore all Premiere cards in hop2

do the same with all cards you have stabel in hop1.

But normally ... how many cards do YOU have in total (hop1 & hop2) ?
In appearance i had no problems with 2500 cards but i think they are too much.
I have no server ... just a DM 7025.
Thanks

Here i've got around 260 cards in share. I block everything on hop1 and only allow cards from hop2 i don't have on hop1 yet
